  1. Combine water, soy sauce, sugar, ginger, garlic and lemon.
  2. Stir until sugar dissolves.
  3. Cut meat into strips and marinate 15 minutes or longer.
  4. Separate meat from the marinade.
  5. Stir-fry beef until just tender (do not overcook).
  6. Add marinade.
  7. Thicken sauce with cornstarch or flour mixed in a small amount of water.
  8. Serve over rice.
