  1. Heat oil in a pot.
  2. Sautee the onions, add the pepper, tomatoes, garlic and vinegar.
  3. Add the cabbage and simmer over very low heat until the cabbage is tender.
  4. Add tablespoons of water if it looks like it may need it.
  5. Add salt and pepper to taste.
  6. Serve hot.
